3．投标人资格要求

投标人应具备的资格或业绩：投标人必须是制造商或制造商直接授权的代理商参加投标，在招标机构登记并购买了招标文件，并已在中国国际招标网（www.chinabidding.com）成功注册。投标人近5年（2012年至投标截止时间）内有3套以上同类型系统在中国国内汽车公司或检测机构成功运行的业绩，在投标文件中提供用户清单。用户清单包括但不限于以下内容：用户名、型号、联系人、联系电话，售后服务好，无用户投诉。投标人需要提供不少于3个在中国境内参与过合同金额超过100万欧元以上的项目的证据；制造商在全球拥有的户外自然条件下的实验室需要超过3个，并提供相关数据，以确保实验室测试数据和户外的测试数据可以进行比对。制造商通过ISO9001或对等质量体系认证，在中国应具有售后服务机构及维修能力，能够提供24小时服务响应，48小时内到达现场的服务。在国内具有完善的售后质保服务体系，应有专门的系统设备售后服务人员，并提供相关地址、电话、服务人员数量、联系人等资料。投标人在国内无重大事故案例，如发生过大规模灯管爆裂等，造成项目未最终验收的情形。

3. Qualification Requirements for Bidder

Qualifications or Performance：

The bidder must be the manufacturer or direct agent authorized by the manufacture. Bidders must provide performance of the past five years(from 2012 to deadline for submitting bids) more than 3 sets of the same type of Vehicle Calibration Environment System run successfully in China's domestic auto companies or detection mechanism. Providing the user list, the users’ list must include but not limited the following content: user names, model types, contact person, contact tel., good after sale service, No complaint from users. Bidders need to provide evidence of No less than 3 projects that have participated in more than 1 million euros of contracts in China in recent years. More than 3 laboratories are required to have outdoor natural conditions for manufacturers worldwide and provide data to ensure that laboratory test data and outdoor test data can be compared. Manufacturer has passed the ISO 9001 series of certification or equivalent quality system certification, there should be after-sales service institutions and maintenance capabilities in China, to provide 24 hours service response, arrived at the scene within 48 hours of service. In China, there is a perfect after-sales warranty service system, which should have special system and equipment after-sales service personnel, and provide relevant address, telephone number, service personnel number, contacts and other information. There are no major accidents in domestic suppliers, such as large-scale tube rupture, resulting in the final acceptance of the project.
