3．投标人资格要求

投标人应具备的资格或业绩：投标人必须是制造商或制造商唯一授权的代理商，在招标机构登记并购买了招标文件，并已在中国国际招标网（www.chinabidding.com）成功注册。投标方应是国际上在该领域有良好信誉的、在中国有技术支持的公司，必须有专人负责设备的维修。投标方必须为系统的主要供应商，即供货范围内的主要部件为自己公司提供，也可以是长期与设备生产厂家合作的代理商。如投标方使用其它公司产品或与不同公司的产品组合在一起参与投标，投标方必须提供对其它公司产品的质量、性能、相互通讯和服务的保证负责的承诺。产品制造商必须通过ISO9001认证或等效的质量体系认证。投标方曾向国内提供至少50套电力底盘测功机，其中二电机及以上的四驱转毂底盘测功机至少30套，并且都处于正常运转状态，投标方需提供详细用户清单。投标方在中国大陆地区应有专门的售后服务机构，具备较强维修能力，能够提供24小时服务响应，48小时内到达现场服务。投标方应提供售后服务机构的地址、电话、人员清单、联系人等资料。

3. Qualification Requirements for Bidder

Qualifications or Performance：

Bidder must be the manufacturer or manufacturer directly authorized agents to participate in the bidding, has been successfully registered in the China International Tendering Network (www.chinabidding.com), and in the tender registration and purchase of tender documents. The bidder shall be an international company with good reputation in this field and technical support in China, and shall have a special person to be responsible for the maintenance of the equipment. The bidder must be the main supplier of the system, that is, the main parts within the supply range for their own company, or can be long-term cooperation with equipment manufacturers agents. If the bidder USES other company's products or combines the products of different companies to participate in the bidding, the bidder must provide the commitment of responsibility for the quality, performance, mutual communication and service guarantee of other company's products.

Product manufacturers must pass the ISO9001 or equivalent quality system certification. The bidder has provided at least 50 sets of electric chassis dynamometer to China, among which there are at least 30 sets of four-wheel drive hub chassis dynamometer with two motors and above, and all of them are in normal operation. The bidder should provide detailed user list. The bidder should have a specialized after-sales service agency in mainland China with strong maintenance capability, capable of providing 24-hour service response and arriving at the site within 48 hours. The bidder shall provide the address, telephone number, personnel list, contact person and other information of the after-sales service agency.
