投标人应具备的资格或业绩：投标人必须是制造商或制造商直接授权的代理商，在招标机构登记并购买了招标文件，并已在机电产品招标投标电子交易平台成功注册。投标产品制造商必须通过ISO9001或对等质量体系认证，并提供相应的证书复印件；投标产品制造厂商制造展成及成形磨齿机应有5年以上经验，并且投标产品在中国大陆有不少于10 台业绩，提供用户清单及相应有效的证明材料（用户清单必须但不限于包括以下内容：用户名、型号、联系人、联系电话）；投标人必须在中国有良好的售后服务支持，如设备故障或损坏，能够在24小时内响应，在正常工作日内并且确定解决方案之后，72小时内到现场服务。
