江西省机电设备招标有限公司受招标人委托对下列产品及服务进行国际公开竞争性招标，于2018年6月 27日在中国国际招标网公告。本次招标采用传统招标人式，现邀请合格投标人参加投标。

3. 投标人资格要求：

3.1所投产品的制造商应具有设计、生产散装货物装载机（内燃式）和行李拖车头及拖斗3年（含）以上的历史。

3.2制造商在国内民航机场（不含港澳台）近三年（2014年1月1日以来）相应设备供货业绩累计在2（含）辆以上，并在投标文件中提供相应的有效证明文件（提供销售合同复印件并盖有投标人的公章）。

3.3制造商如为国外公司则在中国大陆必须有常驻代表机构并配有专职的具有五年以上同类车辆服务经验的技术工程师。（提供工程师5年以上劳动聘用合同复印件加盖公章）

3.4投标人如为代理商，必须提供制造商对该项目的唯一授权证书。

3.5所投产品如为国产设备时，必须具有中国民用航空局颁发的《民用机场专用设备使用许可证》或审定合格证或民航局检验合格的最新通告民民航局指定的检测机构检测合格颁发的《民用机场专用设备检测报告》。

注：投标人所提供的产品必须是该品牌原产地的产品，而不是其它地区或其它制造厂生产的产品。有关原产地问题，招标人有权进行考证，如发现实际情况与投标描述不符，招标人有权取消其中标资格。

Jiangxi Machinery & Electric Equipment Tendering Co., Ltd, for and on behalf of the Tenderee, will hold international open competitive tender for the following products and services, which will be announced at http://www.chinabidding.com/ on 2018-6-27This tender will be implemented in the traditional way. 3. Qualification requirements of tenderers

Qualifications or performance of bidders:

3.1 The manufacturer of the products to be put into operation shall have a history of designing and producing ulk cargo loaders (internal combustion) and baggage trailer heads and trailers for more than 3 years (inclusive).

3.2 The manufacturer has accumulated corresponding equipment supply achievements for more than 2 (including) vehicles in the last three years (since January 1, 2014) at the domestic civil aviation airport (excluding Hong Kong, Macao and Taiwan), and has provided corresponding valid certification documents (copies of sales contracts and official seals of bidders) in the bidding documents.

3.3 If the manufacturer shall be a foreign company, it must have a permanent representative office in mainland China and be equipped with the full-time technical engineer with at least five years of service experience in similar vehicles. (A copy of the employment contract for more than 5 years with the official seal  shall be  provided)

3.4 If the bidder shall be an agent, it must provide the manufacturer's unique authorization certificate for the project.

3.5 If the products are domestic equipment, they must have a Civil Airports Special Equipment Use Permit issued by the Civil Aviation Administration of China, or an approved certificate, or the latest circular issued by the civil aviation authority on passing the inspection, or the Civil Airports Special Equipment Testing Report issued by the inspection agency designated by the Civil Aviation Administration of China on passing the inspection.

Note: The product provided by the bidder must be the product of the origin of the brand, not the products produced in other regions or other manufacturers. Regarding the origin issue, the tenderer has the right to carry out textual research. If the actual situation is found to be inconsistent with the bid description, the tenderer has the right to disqualify the bid.
